It seems that you don't have installed Android build tools version that Test Studio is using by default. You can change version of Android build tools by editing "AndroidBuildToolsVersion" parameter in the settings file %USERPROFILE%\AppData\Roaming\ArtOfTest\MtAPKProvisioningSettings.json, versions 23.x.x or 24.x.x will work fine, you can check what versions you have installed in %ANDROD_SDK%\build-tools directory or trough Android SDK manager.
